Take her to an area with a grassy hill (not too steep) and let her go down it. She'll get the feel of it and eventually she'll start pedaling and keep going. That's how I did it with my son. I told my sister to do it with her son when he was 5 and he just took off and pedaled after a few tries down the hill.
My son didn't even learn to ride a bike until he was like 7. So sad. lol. I was a single mom and just didn't even think about it. My dad finally said, "Uh. Your boy needs to learn how to ride a bike". I felt so dumb.
